I think the most perverted character is Fukuyama from Girls Bravo. His name even seems pretty pervert.

Notice : I am not talking about those hentai anime characters. Please pick up your character from eechi or lower ones (which can be seen from almost all the range of ages of people).

i would have to agree with this. Fukuyama from girls bravo is the most perverted i have seen. I also agree with the master roshi idea. ha alot of guys on any anime show is usually perverted in their own way.
